Paul Chan: Hong Kong plans to introduce legislation related to the virtual asset dealer system this summer and issue the first batch of stablecoin licenses in March

Foresight News reported live that the Financial Secretary of the Hong Kong Special Administrative Region, Paul Chan, said at the Consensus 2026 conference that Hong Kong is leveraging its unique advantages as an international financial center to strike a balance between innovation and risk management, adhering to the principle of "same business, same risks, same rules" to design a regulatory framework. In terms of regulatory system construction, Chen Maobo revealed that Hong Kong launched a regulatory system for stable currency issuers in August last year and plans to issue the first batch of stable currency issuer licenses in March this year. In addition, Hong Kong is finalizing the details of a new licensing regime for virtual asset traders and custody service providers, with the aim of introducing relevant legislation this summer.

In the field of tokenization and RWA, Chen Maobo pointed out that relevant initiatives have moved from proof of concept to actual deployment. Hong Kong issued the world’s largest digital green bond last year, amounting to HK$10 billion. As of the end of last year, Hong Kong banks held more than HK$14 billion in digital assets, a year-on-year increase of approximately 180%; total tokenized deposits have reached HK$29 billion. The Project Ensemble sandbox launched by the Hong Kong Monetary Authority in November last year is further promoting tokenized transactions of real value.
