This investigation is initiated, conducted, adjudged, and enforced by the United States itself, bearing strong unilateralist characteristics.
On March 11 local time, U.S. Trade Representative Greer stated that the United States will launch Section 301 investigations against 16 trading partners, including China, the European Union, Mexico, Vietnam, India, and Japan.
The so-called "Section 301 investigation" derives from Section 301 of the U.S. Trade Act of 1974. This provision authorizes the U.S. Trade Representative to initiate investigations into "unreasonable or unjust trade practices" of other countries and, upon completion of the investigation, recommend to the U.S. President the imposition of unilateral sanctions. This investigation is initiated, conducted, adjudged, and enforced by the United States itself, bearing strong unilateralist characteristics.
