Russia's main crude oil export port was attacked by drones and oil tanks were damaged

Ukrainian drones struck Primorsk, Russia’s key crude oil export port on the Baltic Sea, causing a fire and damage to oil tanks. Air defense systems shot down more than 50 drones but failed to intercept all of them. The attack came as the Middle East conflict pushed Brent crude above $100 per barrel, overlapping with a sensitive window for Russia-Ukraine negotiations. The risk of port supply disruptions has added new uncertainty to an already highly pressured global energy market.


Primorsk, a major Russian crude oil export port on the Baltic Sea, has once again been targeted by Ukrainian drone attacks. A fuel storage tank caught fire and sustained damage, renewing market concerns over the stability of Russian crude oil exports.


Alexander Drozdenko, Governor of Russia’s Leningrad Oblast, said on Telegram that air defense systems shot down more than 50 drones in the early hours of Monday local time, but some oil tanks were still damaged and set ablaze. He noted that defensive operations were ongoing, emergency responders had been dispatched to extinguish the fire, and port personnel had been fully evacuated.


The attack occurred amid rising international oil prices driven by the Middle East conflict and a sensitive period for Russia-Ukraine talks. According to Xinhua News Agency, Ukraine’s Interfax-Ukraine reported on the 21st, citing Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine, that a Ukrainian delegation met with U.S. officials in Florida the same day to discuss “key issues” and next steps for peace negotiations involving Ukraine.


Meanwhile, the ongoing Middle East conflict has continued to push up global oil prices, and the United States is seeking to curb the rally by easing sanctions on Russian and Iranian crude oil. Damage to infrastructure at Primorsk port could temporarily disrupt Russia’s crude oil export rhythm and introduce additional uncertainty to an already strained global energy market.


Ukraine Continues Targeting Russian Energy Infrastructure

Primorsk is one of Russia’s most important seaborne crude oil export terminals, located on the Baltic coast. The port has been repeatedly targeted by Ukrainian attacks in the past, including an assault in 2025 that briefly halted loading operations. The latest attack ignited a fuel storage tank; emergency services are battling the blaze, and personnel in the port area have been urgently evacuated.


Against the backdrop of near-daily Russian drone and missile strikes against Ukraine, Kyiv has consistently targeted Russian ports, energy infrastructure, refineries, and other industrial facilities.


Just over the weekend, the Ukrainian military announced strikes against the Saratov refinery owned by Rosneft in southwestern Russia. Separately, authorities in Bashkortostan said they successfully repelled drone attacks near several large refineries that had been targeted multiple times on Saturday night.


Energy Markets Face Multiple Pressures

The timing of the attack is highly sensitive. With the Middle East conflict escalating, international oil prices have risen sharply, with Brent crude trading at $100.21 per barrel, up 2.02%.


To prevent further oil price increases, the United States has moved to ease sanctions on Russian and Iranian crude oil. The risk of supply disruptions stemming from the attack on Primorsk, combined with these geopolitical factors, has deepened uncertainty in the energy market.
