The Hong Kong Monetary Authority issues stablecoin issuers’ guidelines, which can be submitted on or before September 30
According to Foresight News, according to Zhitong Finance, the Hong Kong Monetary Authority today issued the "Guidelines for the Supervision of Licensed Stable Coin Issuers", the "Guidelines for the Combat Money Laundering and Terrorist Fund Raising", as well as a consulting summary of the two guidelines on the stablecoin issuer regulatory system implemented from August 1, 2025.
The two sets of guidelines were published on August 1, 2025. The Hong Kong Monetary Authority also issued the "Summary Note on the Issuer of License System" related to the licensing system and the application procedures, as well as the "Summary Note on the Transitional Provisions of the Original Stable Coin Issuer". The Hong Kong Monetary Authority said that no license has been issued so far. Institutions interested in applying for a license are encouraged to contact the HKMA on or before 31 August 2025 to allow the HKMA to communicate regulatory expectations and provide appropriate feedback. Licensing will be an ongoing process and applications should be submitted to the HKMA on or before September 30, 2025 if individual institutions believe they are fully prepared and wish to obtain consideration as soon as possible.
